Rulaman Lopez Nolasco, 42, is originally from Mexico. He is a citizen not only of the country but also of Guatemala.

Lopez illegally entered the United States at least twice. He lived in at least two states of the country namely Delaware and Massachusetts.

In 2004, Lopez was convicted of rape of a child. Prior to this, he unlawfully entered the U.S. without being inspected or admitted by a U.S. immigration official at an unknown location on an unknown date.

A criminal court in Kent County, Delaware sentenced Lopez to prison. In December 2006, immigration authorities removed him and sent him back to Mexico.

On an unknown date at an unknown location, Lopez unlawfully entered the U.S. again without being inspected or admitted by an immigration official. On November 3, 2015, a criminal court in Lynn, Essex County, Massachusetts convicted him of sexual conduct for a fee.

On January 25, 2024, deportation officers arrested Lopez without incident in Lynn. This was after the field office of Enforcement and Removal Operations in Boston, Suffolk County, Massachusetts confirmed his presence in its area of responsibility.

ERO is one of the two components of the U.S. Immigration and Customs Enforcement, a federal law enforcement agency under the U.S. Department of Homeland Security. The other one is Homeland Security Investigations.

Lopez will remain in ICE custody pending his removal from the U.S. He has already proven to be a threat to children, ERO Boston field office director Todd M. Lyons said.

“Despite having been previously removed by ICE, he found his way back to the United States, falsely believing he could reside in Massachusetts without repercussions,” Lyons stated. “ERO Boston will not allow that to happen.”
