Julio Henao
Julio Cesar Henao Cordoba, 38, is a citizen of Colombia. After being accused of sexually assaulting a child in Panama, he went to the United States.
On September 2, 2020, authorities in Panama issued an arrest warrant for Henao for aggravated rape of a minor. Details about when he left Colombia and went to Panama are yet to be released.
On May 26, 2022, the U.S. Border Patrol arrested Henao near Eagle Pass, Texas, USA for entering the U.S. without admission or parole by an immigration official. On May 27, 2022, he was transferred to the U.S. Immigration and Customs Enforcement (ICE).
After enrolling Henao in the alternatives to detention program, ICE paroled the Colombian man into the U.S. On August 23, 2022, he reported to the agency’s field office in York, Pennsylvania, USA.
ICE issued Henao a notice to appear charging inadmissibility. Because of his residence falling outside of the range of the program, the agency terminated him from alternatives to detention.
On March 14, 2025, ICE arrested Henao outside his residence in State College, Pennsylvania. He was booked into the Clinton County Correctional Facility in McElhattan, Pennsylvania.

ICE has two components namely Homeland Security Investigations (HSI) and Enforcement and Removal Operations (ERO). Brian McShane is the acting director of the ERO field office in Philadelphia, Pennsylvania.
According to McShane, the arrest of Henao demonstrates ICE’s dedication to protecting the children who are the most vulnerable members of the communities. The agency remains steadfast in its mission to apprehend individuals accused of such heinous crimes, ensuring they are held accountable and that our neighborhoods remain safe for all, McShane added.
